Atul Save | Under Annexure 2 of the Slum Rehabilitation, amnesty scheme will be introduced by the state government

Atul Save | The state government on Tuesday has agreed to come up with an amnesty scheme to ensure that names of new owners buying hutments from the existing dwellers gets registered in the Annexure 2 of the Slum Rehabilitation. Minister of Housing Atul Save informed the Legislature that a high-level meeting will be convened in this regard when the House is in session.

According to the existing practice, the names of the new owners would not get registered in the Annexure 2, thus leading to major confusion in various SRA projects across the city. But now, this will soon be resolved.

Many SRA schemes have been stalled for over two decades in Mumbai. After the promulgation of Annexure 2, there was no provision to accept transfer of hutments in the name of the new owner. Even in case of death of a slum dweller, the heirs had to apply to the SRA for an inheritance certificate. After the Annexure 2 is promulgated by a competent authority, transfers are not accepted because it is made after taking into consideration all the objections and suggestions and even the competent authority does not have the right to alter it. Many schemes in Mumbai have been stalled for more than 20 to 25 years. Many people had to sell their hutments for personal reasons but the hutments have not got registered in the names of the new owners, pointed Mumbai BJP president MLA Adv. Ashish Shelar through a calling attention motion in the Legislative Assembly.

In his submission, he pointed out that redevelopment of Sai Shraddha Housing Society has been stalled since 2006 whereas Jafarbaba Housing Society’s redevelopment has been stopped since 1998. Also, redevelopment of Maharashtra Nagar Housing Society’s has been stalled since 2007, Gazdar Bandh since 2007, Ratnaprabha Housing Society since 2006, Ratnaprabha since 1998, Prabhat Darshan since 2005, Madraswala Housing Society since 2007 and Behram Reform Committee since 1997. He read out the list of all the stalled SRA schemes, thus presenting the glaring picture in front of the House. He also questioned that if the hutment can be sold before finalising the Annexure 2 and it can also be sold after the completion of the scheme, they why can it not be sold when the work is in progress. What is the fault of the slum dweller if the project gets delayed, he questioned. And hence, the government needs to change this rule, he demanded.

In response to this, minister of housing Atul Save assured the House that the government will look into the matter positively. Very soon, a high-level meeting under the leadership of chief minister and deputy chief ministers will be convened during the House being in session and a decision will be arrived at, thus providing a major relief to the slum dwellers in Mumbai, assured Save.
